It's actually inspired by the scene from V for Vendetta where you see the crispy.. V in the fire roaring in rage...

Anyway......yes.....yes, he's naked..... Blowin' shit up in the nude.... Awesome.....

btw, the tattoos were also given to him for the chip... they help channel the electricity and such...which is why they glow blue when he's in Invasion mode..
